Builders associations may have some experience with that.
Change the rules of the association.
Your congressperson may have some ammo for you to use considering the tempo of things over the last few years and for those to come.
You might e-mail This Old HOuse or Ask This Old House they have info, image, and velvet hammer clout being a respected group. Perhaps one of them might recommend or supply someone to educate
your association.

I would read the deed/agreement/charter of the HOA to make sure they are within their jurisdiction.
Then explain the benefits of your solar water heater to them.
If nothing else, just do it anyways. ruffle their feathers a bit. it is just a water heater on your roof, where no one will see it.

I believe there is a law that involves solar panels.
If you can proof that adding panels is “energy saving” to
your property, they you can have it on your house.
Again, check Texas State Laws about this matter.
